A couple of links here about the new holiday home French tax that is being proposed from 2012. Seems there could be an appeal through Euro courts as it may discriminate against non-French.
Basically they say they will work out a years rental charge on your property and tax you 20% whether you rent out your property or not! Yearly rentals may be excluded though.
